  • Led the privatization of the state’s Workers’ Compensation system
  • Made WV the 26th Right-to-Work state
  • Eliminated the Business Franchise Tax and lowered the Corporate Net Income Tax

Reforming and Modernizing Our Systems

  • Enacted landmark legal and insurance reforms saving over $100 million
  • Championed medical malpractice reforms that ended the doctor shortage crisis
  • Advanced regulatory reforms to promote fairness and efficiency
  • Championed the streamlining of permitting for natural gas power generation

Innovation, Workforce & Families

  • Passed childcare tax credits to support working parents
  • Created tax relief for technology services
  • Secured state insurance reforms to protect affordability and solvency

Accountability & Fairness in Government

  • Helped elect a rule-of-law Supreme Court
  • Protected small businesses from forced municipal annexation

Strengthening the Business Climate

  • Lower the Corporate Net Income Tax to make WV a Top 10 state for competitiveness
  • Eliminate the tax on machinery, equipment & inventory
  • Reduce unemployment insurance taxes for employers
  • Incentivize downstream use of natural gas

Ensuring Legal Fairness & Efficiency

  • Reduce statute of limitations on contracts for greater legal clarity
  • Eliminate phantom damages and increase transparency in verdicts
  • Offer competitive judicial pay to attract and retain top talent

Supporting Families & Workforce

  • Implement statewide Childcare Tri-Share model (state + employers + employees)
  • Increase tax credits for employer-sponsored childcare

Investing in Education & Opportunity

  • Expand FAFSA assistance to connect students with scholarships
  • Increase teacher pay and streamline hiring and transfer process
